Global City Gurugram: What HSIIDC’s 1,000-Acre Business District Means for Buyers

What is Global City?

Global City is a planned "city within a city" being built by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) on about 1,000 acres along Dwarka Expressway. It covers Sectors 36, 36B, 37, 37A and 37B, at the junction of Dwarka Expressway and Pataudi Road.

Unlike most projects in Gurugram, it is not one developer's township. HSIIDC is building the roads, utilities and green spaces itself, then selling freehold plots to developers and businesses through e-auctions. The idea is a self-contained business district where people can live close to where they work. The state puts its investment potential at around ₹1 lakh crore, with over five lakh jobs once fully running.

A short history

  • 2006–07: the land was first acquired for a special economic zone (SEZ).
  • 2014: after the SEZ plans were dropped, the land came back to HSIIDC.
  • 2019–2023: the project was planned as Global City and relaunched, with roadshows for developers in India and abroad.
  • 2023: HSIIDC awarded a contract of around ₹940 crore for first-phase infrastructure, covering roughly 570–587 acres.
  • 2026: in August, an officer on the project said about 80% of the first-phase work was complete, with the rest expected by December 2026. Full build-out is planned through 2035.

What is planned

HSIIDC's 2022 master plan sets aside land roughly as follows:

  • Service sector (about 29%): offices for IT, IT-enabled services and fintech, a financial district, a start-up and innovation zone, hotels and a convention centre, a knowledge zone for education, and a healthcare zone.
  • Residential (about 23%): a mix of luxury, mid-income and affordable housing.
  • Roads (about 24%): a road network from 9 m up to 60 m wide.
  • Green and open spaces (about 13%): parks and a central lake.
  • Schools, utilities and public facilities (about 9%).
  • Retail and a transit-hub mall (about 2%).

All plots carry an FAR of 3.0, and the total planned built-up area is around 12 million square metres. Planned infrastructure includes underground utility corridors, a water treatment plant and single-window approvals for businesses.

In June 2026 it was reported that HSIIDC had set aside a 6.7-acre plot for a mixed-use tower of 620–700 metres. That would make it India's tallest building by far. It is still a proposal, with final details awaited.

Connectivity

  • Dwarka Expressway: a grade-separated interchange and an underground link will connect Global City directly to the 8-lane expressway, which runs from Dwarka in Delhi to NH-48 near Kherki Daula.
  • NH-48: a new wide arterial road near Narsinghpur will give a direct link to the Delhi–Jaipur highway.
  • Pataudi Road and KMP Expressway: Pataudi Road connects the township to Manesar and the Kundli–Manesar–Palwal (KMP) Expressway.
  • Delhi and the airport: Dwarka Expressway gives a direct route to Dwarka and IGI Airport without using the congested stretch of NH-48.
  • Rapid rail: a Namo Bharat rapid rail line is planned to serve the area.

What it means for homebuyers and investors

Today Global City is still at the infrastructure stage. Roads, drains, power and water are being built, and no homes or offices inside it are finished yet. Plots will be built on by the developers who buy them, so new homes inside Global City are still some years away.

The bigger effect, for now, is on the sectors around it. A large planned business district brings offices and jobs, and with them demand for homes nearby. Areas already along Dwarka Expressway and in New Gurugram stand to benefit as the project takes shape.

If you would like to buy close to Global City, some of the projects we advise on are:

Things to keep in mind

  1. Timelines can move. Big government projects often take longer than planned. Buy for what the area offers today, with Global City as a bonus.
  2. Check what is approved. The tower and some other plans are still proposals, so don't pay a premium for them.
  3. Look at the project, not just the location. RERA registration, the developer's track record and the all-inclusive price matter more than any headline.

Our view

Global City is one of the most ambitious plans Gurugram has seen. If it is delivered as planned, it could make the Dwarka Expressway side of the city a second major business hub. It is a long-term story, though. For most buyers, the smart move is a well-built project from a trusted developer in the sectors nearby.

We have advised Gurugram buyers since 2006 and are registered with H-RERA. Talk to us for an honest view of the projects around Global City and site visits with our team.
